Uh, no. If you've ever actually, you know, played basketball before, or done pretty much anything requiring more athleticism than moving your fingers or your hand up and down your dick, you'd realize quickly that people put their arms out like that literally ALL of the time to maintain proper balance.

9 seconds in... as he's running by the defender, he swings his non dribbling hand out and hits him square in the chest/waist area.
