It's measured the same, it's just that very slightly bit larger. But it's a bit weird that everyone doesn't use the same exact size ball though. Especially since I am pretty sure that the rim sizes are the same, although the NBA uses the "soft rims", and FIBA uses the "hard rims" (which most players hate of course).
