My inner circle is confirming that the conclusion was made that the clear solution to the inflated stats will be pushing back the 3 line.
No other way around it unless they get rid of it again but they are not discussing that.

Allow defensive 3 secs. The threes will decrease if you decrease the driving and thus collapsing defenses.

This. If you extend the line out defense is going to completely vanish.
Also get rid of goal tending once the ball hits the rim like they do in Europe. That will make bigs linger down low even more.

Fast forward 24 years and folks want the line moved back because players are so good at hitting 3s

That's partly because it was much harder to get off a 3-pt shot back then with the defensive rules and style of play
Changing the Illegal D/Handcheck rules to allow more zone-style defenses means more transition basketball and 3's. That's just common basketball sense. Everyone knew that. Observe this article from the 80s talking about what a legalized zone would do:
It would be worth the NBA's while, it seems, to experiment for a season, or a preseason, with all-out zone. This would make life easier on the refs and take some of the hypocrisy out of their calls. However, most NBA people absolutely cringe at the suggestion of a legal full-fledged zone because they fear the kind of zone that would be played. They see teams stationing their big men within finger-roll distance of the basket, arms spread, pterodactyl-like, all the way across the floor, discouraging any kind of penetration to the basket. "We don't want a jump-shooting league," they say.
Why not?
Why is the NBA hierarchy so sure that fans don't like jump shots, especially long ones? "Jeez, every time somebody lets a three-point shot go," says Pacers vice-president Wayne Embry, "the whole crowd's on its feet." Why not move the boundary in a foot or two and make outside shooting a more important part of the game? It's not rocket science teams adjust to the rules. So what happens if rules are introduced that limit the 3-pt attempts and make midrange shots the bread/butter of NBA offenses? Teams and players will "evolve" again to take advantage of this or would you call that a regression?
