Should the Charlotte Hornets offer a contract to Demar Derozan in the off season??

Looking at their roster they are a terrible basketball team. Derozan is a free agent by the end of this season.

and what purpose would 31 year old DeRozan have on the Hornets?

What are their aspirations with him?

Charlotte exists to make money without winning. Jordan no doubt wants to win but he doesn't have the wealth of the elite owners for whom the team is just a hobby. So they would be interested in signing a guy like DeRozan that can help keep a game competitive. But he would have to be willing to accept something below All-Star money and there's no reason ro take less money for that franchise. Whatever they would pay him would be a number a better team would match.

Since the raptors have finally broke through the conference finals last year, the hornets remain the only team in the east to have never made any finals appearances.

But i doubt if good demar has the capabilities to lead such team in the championship round.
