the Bucks has a lot of issues regarding COVID-19 and will not be able to resume the season at full strength

which teams will benefit the most from this?

I guess in the east. the Celtics, maybe the 76ers and Raptors

but definitely I can see the west even more likely to win

Bucks rely on an extremely fast pace and fans behind them with the best home court advantage in the league. I don't see them playing nearly as well in an empty arena.

I think Denver loses most by losing home court games.
