Clippers.
The Bucks didn't collapse so much as get exposed. The Clippers should have won and failed. The Bucks were expected to win and the expectations didn't match up with reality (even tho I'd say they under performed as well).

East is weak... upsetting a first seed was never out of question
West on the other hand is a blood bath. Clippers who were suppose to win it all this year because of their depth... being upset by Denver, really a 3 man show that's a predictable offense killed them.

people didnt expect the bucks to eventually lose? they had clear weaknesses that would've been exposed by any competent team.

Clippers by far. Bucks were regular season fools gold. The clippers legitimately were supposed to win a title and had a 3-1 lead.

Why aren't the Clippers fool's gold? This wasn't a fluke. They were dismantled.
Their roaming help defense was shredded by ball movement. They couldn't get stops when they needed to.
Granted there's only one Jokic, but the rest of Grant, Plumlee, Craig, Milsap, MPJ dominated on the glass too.
When the Nuggets needed buckets because the game was getting away from them in the second Q, they could lean on Jamal.
When the Clippers needed a score in the second half, George was clanging the side of the backboard on his 3's. Their best playmaker after Kawhi is Lou. He didn't have it this series, and it showed in these second half meltdowns.

The Heat was a mixture of a bad matchup and exposing the Bucks on the weakness. Attacking their limitation on offense. The Heat had the Bucks number.
The Clips had many chances to win, but they just couldn't get it done. They couldn't stop the Nuggets in the 2nd half and their offense died. They had the most talent in the league too. Like they blew so many big leads.

True and like you said they had plennnnnnnnty of chance to win. People forget the Nuggets played like absolute trash in the 4th, their percentage was almost just as bad as the Flippers.
But somehow the Flippers found a way to outchoke them

The Clippers, led by Kawhi's epic choke job, are now the proud owners of nothing less than the biggest choke in NBA history.
Some will say it's an overreaction to call it that, but it's not. This choke is simply that gargantuan.
They were up 80-67 with 13½ minutes remaining in game 5. And now we're talking about them being out of the playoffs. In-effing-sane.

At least the Clippers went to 7 games, that's easily more respectable than getting your shit pushed in the entire series and barely winning one game in OT

Yeah, that's a different way of looking at it.
Bucks got completely demolished from the jump.
Clippers dominated through 4 games and had double digit leads in their final 3 losses.
Both are epic collapses of historic proportions
Clipps were title favorites and Nuggets are better than the Heat. So I lean towards the Clipper collapse being worse
Ganus and the Bucks do absolutely suck though. Mostly ganus. That guy is terrible.

They were certainly revealed to be fool's gold in the bubble. Many people didn't foresee them collapsing in the second round. Milwaukee on the other hand was never a serious title contender despite their record.

The Clippers was the worst collapse in NBA history as they were the overwhelming favourite to win it all
Choked a 19 point lead in game 5
Choked a 16 point lead in game 6
Choked a 12 point lead in game 7

They both failed miserably hard.
But honestly Clippers, they are supposted to beat the Denver, but then they choked very hard blowing 3-1 lead.
