from 1982 to 1989 the Eastern Conference was a bloodbath, with the two biggest rivals being Boston and Philadelphia, but that's just for starters, then there's Detroit, Milwaukee and Cleveland. And this is in addition to the Bulls - Cleveland actually had more talent than Chicago.

1. Los Angeles
2. Boston
3. Philadelphia
4. Detroit
5. Milwaukee
6. San Antonio
7. Portland
8. Chicago
9. Cleveland
10. New York

many people seem to think it's the early 2000s West, but I think a lot of those people didn't see the mid-late 1980s East.

I would only include San Antonio in there in 1982 and 83. After that, they were a struggling team until 1990. The franchise was thinking about leaving the Alamo City when they won the lottery for David Robinson. The Admiral kept them in San Antonio.

the Spurs almost had the Lakers tied at 3 apiece in 1983 it was an amazing series

the problem is they didn't defend homecourt

I am one of them. For me, mayve the Western Conference of the season 2003-2004, is the toughest conference I have seen. But I didn't see the 80s East, then I can't say which one was most loaded.
