I've lived through one of the most stagnant offenses I've ever seen in the post-MJ era with my beloved Bulls watching them dawdle in the doldrums of basketball irrelevance for quite a few years, but the appalling 15-67 Houston Rockets of 1982-83 didn't do much right and couldn't piece much of a season together.

Would the concurrent crosstown University of Houston squad give this team a run for its money?

They're pretty underrated among all-time bad teams, I can tell you that. Ask people to name their all-time worst and I doubt more than a small minority will mention those Rockets. Maybe because their 14-68 record isn't bottom 5 material, but watch their results and you'll see 8 of these wins coming at a margin of 3 points or less.
That said, I think those Mavs were a notch below. Their losing periods were almost like the '72 Lakers reversed.

Phi Slama Jama with Akeem, Clyde and ROB WILLIAMS. Yes, they'd beat the Rockets.

What about the 1989-90 New Jersey Nets? They couldn't get anything right other than cooking a meal.
