If the pivot foot is lifted, a pass or try for made basket must be made before the pivot foot is replaced to the floor.

If you are referring to his left foot coming down before he shoots, he dribbled, therefore it ceased to be his pivot foot.

First he pivots on the ball of his foot. Then he pivots again on the heel of his foot. Lastly, he again pivots on the ball of his foot.

Do this experiment: alternate between pivoting on the ball and heel of the foot and see how you can change your position without your foot losing contact with the floor. No dragging needed either.

Just focus on where his left foot is when he catches the ball vs where it is when he takes his first dribble, it moved.

This kind of move generally not being called is one of the reasons why NBA players sometimes can make moves that seem impossible to stop for defenders.

You might have to break your ankles if you dont want your pivot to move 100% while trying to move your body around. He planted that pivot as best as he could before the first live dribble.

When he does that reverse spin pivot, his weight distribution changes from ankle to toe and he slides his foot while doing it. Notice that when catching the ball his weight is on his toes, but then after the first spin, he moves his weight to his ankle and changes the direction of his foot, that's when he slides it.
I don't know when they called the travel, but it came before he dribbled.

Compared to everything else that happens in the NBA you could argue hat it shouldn't be called, but there's no doubt that his pivot foot slides from one spot to another while he's setting himself up for a shot.

In starting a dribble, the ball must be out of the player’s hand before the pivot foot is raised off the floor.
But it looks like Melo already release the ball prior to lifting his pivot foot, hence no travel.
