This is the wrong question to ask. A nation can be both fascist & socialist, one or the other, or neither. Both terms are pretty much unrelated and very different concepts - typically socialism refers to the economics of a nation while fascism typically refers to the political system.

Anyways, Nazi Germany under the Fuhrer's rule was fascist and not socialist - - Nazi Germany still had private ownership, but it was artificial imo. The business leaders were typically party members, and the Nazi party could come take control for any reason whatsoever. Still keep in mind the two terms (fascism, socialism) are not interconnected.
