Depends on what kind of meaning you want the word rate to have in this context. If we compare vs how many people got to stay after illegally crossing, then no, Obama didn't deport at a higher rate.
Also, Obama deported most during his first term, but during his 2nd the numbers went down every year.

Let illegal immigrants in.
Change the concept of illegal immigrants to undocumented immigrants.
Give documents to majority of immigrants and spread them throughout the US in strategic areas.
Pander to them politically and come up with and push terms like diversity is strength.
Win the vote and secure constant power in the 2 party system.

From a pov of gaining power it's a good plan, but a lot of propaganda and brain washing has been needed to happen in order to make it a reality.
