This cop could easily be dead because he hesitated. The bullet went underneath his vest but missed all his vital organs. He obviously waited way too long to shoot because he was probably afraid of riots, the loss of his job, possibly jail time and threats to his family. I didn't see the video in question, but while the law has the right to draw on any felony when there's resistance to arrest, they do not have the right to open fire on a car with 6 felony arrest warrants even when they're resisting arrest, unless pursuing an egregious felony that is in progress with certain time constraints in many circumstances governing when they have the right to use force (in other words, the violator(s) of the law must be dead in the law, with either the initial crimes being dead in the law, or the initial crimes and subsequent evasion of justice building to death in the law). 6 felony arrests don't build to death when they're applied to different people just because they're in the same car, or just because there's 6 of them.

I understand the car bit when they or someone else is in it because that's imminent, but you're wrong about a house. The law tries to arrest the home invader when they're trying to breach the home entrance for those first five minutes at the door, unless they happen to already be dead in the law for previous crimes. The home invader is life imprisonment for attempting to breach the home door once five minutes have passed with their try, but they're dead in the law once the door has been set ajar.
