Some of those changes like splitting Texas into 4 states require the approval of both the state legislate and Congress (both houses). You would need majority in both places, which may be difficult to coincide as Texas is becoming more blue. I believe selling a state or annexing another country would require 2/3 of the states in the union to agree, which is unlikely (thats 34 states). So good luck with that.

I believe adding supreme court justices or making dc a state requires a simple majority in congress (both houses). It is only in discussion because democrats have majority in both houses and are considering dropping the filibuster. All the stars must align, and it rarely happens.
