It's because the graph shows number of total mass shooting incidents and not the number of victims.
49 people were killed in Orlando and 10 in Boulder recently, by guys I guess goes in that data as "other".

I'm curious if anyone knows about the motivations of the different guys in those pics? I believe I've seen some Nazi or KKK shit written by the 2nd guy in the top row and he was the one the one who shot up a black church.
1st and 3rd guy in the top row did absolutely horrible acts as well, especially Lanza. Never seen anything about direct motivation about those though, neither for Paddock.
Rest of them I don't know from pics.
