...in the Western Conference maybe ever? Both teams could get swept in the 2nd round and nobody would bat an eye.

the 08 hornets were pretty weak. they finished #2 in the west IIRC. can't think of a "weaker" 1-2 combo, but you could also say, the west is just loaded now.

Home court advantage won't matter in the post season so teams weren't shooting for playoff seeding. and the top contenders were hit with injuries all season that put a dent in their record . both Jazz and Suns are historically great teams. casual fans assume they are weak because they only have 1 all-star vs 2/3

Playing at 4200 ft and having 6000 plus hostile fans will matter. Jazz had 3 all stars though really only 2 Suns had 2

Hard to imagine both teams not getting rolled by either the Lakers or Clippers.

They are kind of top seeds by default because of health. Although I do think they are great teams and would be finals teams in early 2000s or 1990s era.
Jazz- they have a 2001 76ers thing going with Mitchell/gobert being Iverson and mutombo + Conley a top 10 point guard is replacing Eric snow. So a way better version of 2001 76ers.
Suns have booker, Chris paul, Ayton. They are clearly better then the 2000 pacers or those Jason Kidd finals nets teams.
Booker > Reggie miller
Paul > mark Jackson
Ayton > smith
The 2021 era is just the deepest in nba history, so the suns/jazz feel like weaker contenders.
