It wasnt their original intent. It developed over the course of the war as a practical solution (in the minds of the Nazis) for dealing with the huge numbers of jewish prisoners.

How much effect the encouragement of the “mufti” had, I have no idea. But the Nazis didnt begin with the goal of mass jewish extermination. It seems to have been an evolved doctrine based on the circumstances of the war, according to the current research of the period.
