This is certainly a hotly-debated topic among economists and sociologists.

But yes I agree, a better solution would have been to allow the South to secede and then openly aid slave escapes and bankroll slave revolts and guerrilla action. Slavery would have quickly become more of a headache than it was worth for most southerners.
