Seems like a media term they use to simplify what they're seeing

It's similar to "scoring on all 3 levels"

These are words used to dumb down the game so the media can attempt to understand it.

I never used to hear these terms until the NBA game changed to a 3-point contest a few years ago - so part of their use is because the game has infact been dumbed down to 3's and layups
