Scores of inmates serving time on Rikers Island are set to be sprung prematurely as part of a desperate bid by Mayor Bill de Blasio to deal with the shortage of correction officers willing to work there, The Post has learned.

The horde of ex-cons would comprise the second wave of convicted criminals granted early release since last year, when officials used the COVID-19 pandemic to justify putting around 180 jailbirds back on the streets.

Those inmates were among more than 1,500 who were freed last year due to the coronavirus crisis, reducing the city’s jail population to 4,363 — a level not seen since in more than 70 years.

The latest plan comes amid a surge in shootings and serious assaults that helped push the average daily jail population to 5,730 in July, its highest in more than a year, according to the most recent statistics compiled by the state Department of Criminal Justice Services.

The newest batch of early releases were set to start last Thursday but were delayed when the remnants of Hurricane Ida struck the Big Apple and killed 13 people, law enforcement sources said.

“The mayor wants to close Rikers and he will use any opportunity to release the prisoners,” one source said.

“He is leaving in three-plus months and he wants to release as many prisoners as he can.”

The inmates under consideration include Allen Nimmons, 56, a career burglar who’s served seven prison sentences and is locked up for violating parole, sources said.

Another is Rashawn Powell, 30, who’s serving a sentence for three counts of dealing drugs on school grounds, in addition to bail jumping, sources said.

But officials are keeping the names of those set for early release closely guarded because de Blasio “doesn’t want the pushback that he got last time when he released dangerous felons,” a source said.

“There are only the worst kind criminals left in jail — people with gun arrests, shootings, sex crimes, etc. No one is in for shoplifting,” the source added.

This guy is probably the politician that I hate the most. Even more than Joe Biden. I just sense evilness, power hunger and stupidity in him. Like I would be happy if he dropped dead. And I'm like the nicest guy in the world.

When the no bail BS went into effect, I thought this is not going to go well. And what did you get? A bunch of random victims got their lives ruined. With future more to come.

So what's going to happen when you let over a thousand violent criminals out early? More innocent random lives ruined. It reminds me of those Brazilian robbers who planted bombs around the city, to distract police. Willing to blow off the legs of strangers, just because.

Crime and murder is up in New York City, so let's solve that by releasing more criminals onto the street.


But it gets better, let's also solve that by electing more Democrats who will do more of the same.

NYPD Commissioner Dermot Shea expressed outrage Tuesday over the soft-on-crime bail reform laws that allowed a disturbed man to allegedly slug a deaf Manhattan straphanger — just days after he was busted in another similar attack.

“I mean, that was a horrific attack and what I fear here … is we can’t fall into a place where this is normalized, where that’s accepted behavior,” the top cop said on FOX 5’s “Good Day New York,” two days after 41-year-old Vladimir Pierre allegedly attacked his latest victim.

“Any time it happens, it’s terrible — particularly to an innocent woman — that’s just going to work or going to church, [which] in this case I think it was. When you hear that it happened four days before, that’s when my blood gets to boil now.”

He echoed his familiar comments about the revolving-door criminal justice system.

“When you look at laws that make us release individuals before they even go to a judge, you just shake your head,” the commissioner said.

Pierre, a reputed member of Brooklyn’s Newkirk street gang with 27 prior arrests, was just freed last Wednesday — thanks to bail reform laws — after randomly striking 30-year-old Crystal Porter as she waited for the Brooklyn Botanical Gardens shuttle, police sources said.

He was free to strike again shortly after 10:30 a.m. Sunday, this time at Union Square — allegedly slugging 59-year-old Xingjuan Zhou, who is deaf, sending her reeling onto the tracks. Good Samaritans came to Zhou’s aid and pulled her off the tracks to safety.

Pierre faces charges of second-degree attempted assault, third-degree assault and second-degree reckless endangerment, prosecutors said.

Judge Melissa Jackson ordered Pierre to be held indefinitely pending the results of a psychiatric exam, after the Manhattan District Attorney’s Office requested he be held on $25,000 cash bail or a $75,000 bond.

Man busted for assault set free, allegedly beats two random NYC women – then cut loose again


A homeless man charged with beating a guy last year was dumped back on the street thanks to so-called bail reform, only to allegedly pummel two women in Upper West Side attacks Thursday — and be freed again.

Darrell Johnson, 23, left one of his random female victims so brutally beaten that she suffered a “disfiguring laceration” to her face, law-enforcement sources told The Post on Monday.

Last year, Johnson — who has more than a dozen arrests on his rap sheet dating to 2014, according to sources — was hit with assault and harassment charges in the man’s beatdown.

He allegedly punched his victim “about the face with a closed fist multiple times” in a Harlem building, according to a court complaint.

Johnson then allegedly “used his feet to kick and stomp” the man in the Aug. 3, 2020, attack.

But a Manhattan judge had to release him without bail because none of the charges were eligible for the restriction under revamped state laws. Before the laws were changed, judges could use their discretion on setting bail.

Then with that case still pending, Johnson was back on the street — where he allegedly approached a 50-year-old woman at Broadway and West 79th Street in Manhattan around 9:20 a.m. Thursday and assaulted her in a “violent, unprovoked” attack, sources said.

The victim was so brutally beaten that sources said she suffered a “disfiguring laceration” to her face in the attack.

Just three minutes later, Johnson allegedly assaulted another woman a block away.

In that incident, court records allege that Johnson walked up to the 32-year-old victim on West 80th Street and began punching her in the face, causing “redness and swelling,” according to the complaint.

Both women were taken to St. Luke’s Hospital with non-life-threatening injuries.

In court Friday, Manhattan prosecutors recommended that Johnson be released under supervised monitoring for the attacks on the women, a request the judge granted.

A rep for the DA’s office said none of the charges were harsh enough to allow the judge to order Johnson held on bail.

New York Defender Services, which represents Johnson, declined to comment Monday.
