If they want to bring down price, they open the tap more. If they want to raise the price, they close the tap.

I imagine we would have to tack on extra time due to covid shutdowns. By 2024, we will be well past the inflation. Also, the oil was going to be crude oil from the tar sands going to private companies, who planned on selling most of it overseas to bolster their bottom lines. America wasn't going to benefit from it but rather the bottom lines of private oil corporations.
