If Kyrie Irving steps onto the arena and the Knicks let him play are they going to shut down the whole arena or physically remove him from the court?

What could the league or city actually do if Kyrie said, I'm playing, and if you don't like it, **** off, vaccine or no vaccine?

As i understand it all they would have to do is pay a fine.

He will be able to play they're going to adjust the rules

That's the legal standard. But the NBA has a policy that rules out players that are barred by local mandates.

It's looking like there won't be any mandates by the time the playoffs come so this could have unintentionally benefitted the Nets. Irving had had a hard time playing whole seasons but by blowing the first half of the season and then not playing at home Irving had had a light load without losing his conditioning.
