It's best not to respond because the Russian media is looking for something to grab onto. Putin is trying to provoke a media response or for US to go to defcon 3 to match Russia so he can say "SEE?? America is going to defcon 3 over Ukraine! THEY ARE IN IT TOGETHER!" It's a straight-up attempt at bulletin material and thus propaganda. By the US not responding with a public response in the media and not going to Defcon 3 in direct response, Putin looks like he is by himself in his aggressions and trying to start an international incident.

The best public response is no response, but I'm sure Biden has been discussing it with his generals/cabinet/allied leaders over the past week.

Putin stated he invaded Ukraine for the sole purpose of giving it away !!!

After a 10 minute dialog , he blurted out that his friend in North America needed his own country , so he is giving Ukraine to Trump !!!
