This has already been debated last few days. Putin's account is his Gov run account. Trump would have kept his gov @POTUS account only his personal account was banned. Putin himself doesn't actually tweet anything.

They deleted the Tweets. And you misinterpret this how? Putin is still in charge of Russia. So whether it's a government run account or not, Putin still has the ability to reach the masses despite him invading Ukraine and killing innocent civilians.
