Despite the fact that national governments are comprised of a large number of psychopaths, the world is largely... rudderless.

That's not to say that there aren't factions of people working in secret/as a conspiracy on the national stage for whatever personal or small group aim they may have. Of course, there are, and will continue to be for the foreseeable future of humanity.

But the world governments working together to depopulate the planet? Haha.

To a lot of us it is comforting that someone is in control/in power etc... which I suspect is a big reason why there are so many different religions. It gives purpose and fills the gap.

Government is a form of religion. So whether you support them or don't support them, a ton of people, most people I would say... ascribe way too much power/intelligence to these people than they actually have. So believing that they have ultimate power and control/are pulling the strings on everything/are able to pull the strings on whatever/most of what they want is just... a coping mechanism.

I don't believe there is a global conglomerate of very powerful people from each country sitting down at some ultra-secret table discussing de-population and all these conspiracies of world domination under a single umbrella. You do realize that everyone wants power for themselves, right? Most, if not all, of the world's leaders are not going to willingly give up their power to a group of these "individuals" to rule over them. Politicians don't take kindly to being stepped on by other politicians unless if it's outside of their jurisdiction or something. They certainly are not going to allow some group of outsiders to decide policy on their behalf within their sphere of control in most cases. It goes against the basics of human nature when it comes to power.

In developing countries like the US, the population is also getting older due to baby boomers. Japan's population is already going down due to aging population, USA is well on the way there. US population will eventually start to drop once the baby boomers begin going.

Used to live in Chicago area and worked in Barrington ,Illinois.
This was a rural corn field loved the location.

20 years later drove thru to my sisters , and Barrington was the edge of what you would call the start of Chicago.
That expansion was well over 25 miles.

No one is going to stop our big machine from grinding away , and it shows by the businesses and people expanding what some would call the city.
My state has increased in population 300,000 over a 10 year period and is still growing.

This is precisely why there is a big push to get people into space. The only thing that can preserve our economic bubble is more human growth, but Earth cannot meet the energy demands of an indefinitely growing population.

At some point we will have the tech to manipulate genetics in a way that gives people more extra-terrestrial durability, as well as the AI needed to create extra-terrestrial structures. Then humans can colonize space and resume the kind of growth that gives each generation something to invest in. Otherwise we collapse into a Lord of the Flies situation. It will go in one direction or the other, there is no finding some sweet spot and then just "stopping." Life doesnt stop. In fact nothing in physics does. Stasis does not actually exist as an absolute. Motion is fundamental the existence of anything.

The timeline is the issue. Earth is at its ecological limits and we dont have the technology we need yet. Rationing is coming, and that's why the government is slowly trying to pump the breaks on capitalism and get people more comfortable with UBI. That kind of cultural conditioning also takes time, and it's being broken in softly right now.
