There a small differences though. Some guys like a little oversteer, some under.

Verstappen for example, given his aggressive driving style, typically prefers a setup with a lot front end grip to allow him to attack corners. Some drivers prefer more balance and thus when paired with Verstappen are not going to have their strengths met. Which ultimately will lead to that 2-3 tenth difference.
