In a double entendre, Pusha mentions that his workers are the best and won’t get any strikes from the law.
At the same time, he claims he pays his dues to the ones doing the legwork, so they continue working without having to go to strike to demand their fair share of the earnings.

it's obviously a double entendre, and the 1st layer to that is that they are compensated so as to not refuse to work for lack of pay.
the 2nd layer is where i am against the genius annotation. i think pusha meant to say he pays them so they don't inflict any harm against him. if he keeps his men happy, they won't be inclined to strike him.
