hard to say
every year there are draft decisions by various teams that make no sense in hindsight
perhaps everything is rigged
assuming it isn't you could say some teams are unluckier than others
they just coincidentally tend to be located in certain cities/states

The greatest basketball players generally are the worst evaluators.
MJ is arguably the worst GM in the league.
Lebron was dumb enough to think Westbrook would be a good fit.
Kareem has shown many times that he has obvious bias and isn’t always rational.
Analysts/hardcore fans generally better evaluators of talent.
