Back when he was in college Steph Curry faced a team that held him scoreless with a quadruple team. His team won in a blowout but he couldn't get a single bucket. The coach of that team bragged about how everyone would remember that they held Curry to zero. He showed some prescience in being one of the first to see that Curry would be an all time great player but for that attitude I intentionally forget his and his team's names.

Anyway I didn't see this game so I don't know if the Raptors did the same kind of bs but it's a fact that a team that doesn't think they can win will instead make the goal stopping a star player. You just never see it on the NBA level.
