I view Biden and Harris as place holders put in because the public wanted Trump out. I don't think they've been good or bad, they are just there. I don't feel like they've done anything that meaningful, but I also don't feel like they've done anything that harmful.

Worst in all of history clearly can not be taken seriously. James Buchanan holds the consensus for that who pushed for states right on slavery which divided Republicans (parties flipped) and ultimately got Lincoln elected.
