One way to decide I suppose would be to ask if Kyrie is the best backcourt player ever who wasn’t the best player in his backcourt. I’m not sure he isn’t though I’m sure some would take more stable or better defensive options like prime Klay or Dumars.

There are some options from the 50s, 60s, and 70s as well but nobody would take them serious.

Could also argue Kyrie isn’t better than either Tim Hardaway or Mitch Richmond but I don’t know if you wanna compare either of them to Luka.

Kyrie is significantly less valuable than his on production would normally make him. Because he’s insane. You never know when he’s going to sit out half the year cuz Venus is in retrograde or something.
