In general the best way to maintain oligarchy is putting vulnerable people into management.

This is the role jews historically held in european monarchies. They were brought in for that specific purpose and given monopolies on various white collar industries.

Vulnerable people work harder and are more loyal than comfortable people. Majorities tend to feel more secure, complacent, and entitled. Thats not a good recipe for squeezing a group economically. You need people who are afraid of being thrown to the wolves if you really wanna exploit a country. Otherwise everyone else can easily work together to turn on you. So thats why it’s important to fill the bureaucracy with vulnerable people whom the base resent, if youre at the top and want to continue to dominate. Fill the management jobs with people who dont wanna see the peasants come to power.
