If he's willing to spend like mad they could have it like that eventually but KD is declining by '27 and definitely won't be elite in '31 so they have to have a plan to replace both him as well as Paul. And there won't be m7ch talent available for them in the spots they will be staying. I'd give their current core a two year window of contention and then after that they will need big free agent signings.
