Besides the typical top 10, I think these guys would have the best argument.
Giannis

Wade
Kawhi
Kobe
KD
Oscar

Dr. J
Jokic
Walton
Robinson
KG
Barkley

Moses Malone? Probably a case for prime Harden tbh as much as people hate him.
T mac?
I mean I would but I'm biased.

Players like Magic, Bird, Kobe etc have a few holes in their game that doesn't translate to a 99 rating IMO.
That's it. But I'm kinda tempted to put Giannis at 99, such a monster at both ends.

Giannis during his chip was 99. He was as dominant as it gets.

That's what I mean, if it has to be sustained over several seasons then sure, very few players make it. If it's just them at their best? I think a lot more guys are worthy of a 99 rating.

Off topic, but I remember playing NBA 2k11 and 2k12 back in the day and Dirk was always rated super low, like in the mid-late 80's rating. Apparently 2k rated him low because he didn't play like a traditional big man, they took points away because he played more of an outside game.

Idk if they still are but the ratings were based off position. For example passing would effect a PG's rating more than it would a center. Thats probably why
