The only way to change the subculture is to send all poor black kids to Germany since that appeared to work but that's obviously not feasible.. Essentially, the kids have to grow up in a place that doesn't have the subculture, so another way to accomplish this would be to send all poor kids from the age of 4 to the same elite private school that Ben Shapiro's kids go to (or equal caliber) - this probably requires an education bill to build new schools or transform existing ones.. It could even be like a boarding school where the kids live at the school.. Call it reparations.. Regardless, attending an elite private school would fix the issue - by time the kids are in the 3rd grade, they will be different than they would've been going to some crappy inner-city public school with the pervasive subculture.
