Why don't you check what the felony charges were? It includes falsifying business records, conspiracy to hide it, and paying off hush money. He broke multiple laws in ny, and the grand jury indicted him. Grand jury doesn't mean it's a judge deciding by his own accord. It's a jury of citizens.
