I know Tim Hardaway, but the Heat retired Jordan's number also. That was pre-championship Heat.
Would they still retire a non-title-winning player?

Consider this he took a team that was hated in the league because the Lebron/Wade alliance to now a beloved team that's made/going to make 3 conference finals. And he's doing it with guys that most teams would have dis-guarded.

ABSOLUTELY! Got them to the Finals out of the blue quite frankly. From there, he reached the pinnacle of his career and PEAKED with the Heat! He was never on a more high profile stage. Plus he can play and defend PG, SG, SF, and PF. And if you know the game, it became APPARENT that Butler in the ALL AROUND SENSE (points, rebounding, defense, and passing as a package) is a top 10 SG or SF of all time. Whatever position you consider him.
