For a moment there, you think Tony has encroached into Frank's space and has pushed Frank into a corner, but Frank reminds Tony who is boss and Tony acknowledges and backs down.
But he blew it in the dumbest way possible with his pathetic nightclub assassination attempt. He could have given Tony a longer leash and Tony would have stayed in his position, or Tony would have strayed too far and wound up getting whacked by someone else. But Frank should have either popped Tony right after this meeting in a better fashion, or allow Tony to flourish while keeping his thumb on him. Frank Lopez got careless with the biggest loose cannon and wound up dead.

One thing I've never quite understood about that movie is if Omar, the dude Sosa hung from the helicopter, was really an informant. Sosa obv claims he was, but in this scene, Frank denies it. Always wondered who was telling the truth.

Idk, the way Omar was acting in the Sosa meeting was kinda suspect, but he might have just been embarrassed with the way Tony was acting.

I think the actor who played Sosa died of AIDS a couple of years later.

Theres obviously no real answer since its unresolved in the movie script and theyre not real people, but logically I feel the plot evidence suggests he wasnt.
In the beginning when Tony is popping off saying hell kick his monkey ass, Omar reaches for his gun, but the guy in the passenger seat stops him. I dont think stoolies usually have leeway to wack people which Omar appeared ready to do. He also set up the hit on Rebenga, then set up Tony to get murked by the Colombians. Hes coordinating a lot of violence for someone thats supposedly states evidence.
Also if he was working with the state hed have no real reason to be upset with Montana trying to get involved with Sosa, as its just more info he can feed to the fuzz.
That said, if he wasnt a narc, what would be the point of Sosa jeopardizing his business relationship with Lopez by killing Suarez for no reason.
So basically
the specifics probably arent entirely consistent, and shouldnt be read into that deeply :lol

Frank lost, the moment Tony joined the crew, young, ambitious, extremely driven and violent. A stark contrast to Frank in every way.
