You have to manipulate white Americans into letting foreign whire players have success because they're still holding on the hope that white American stars can still make a return.
So to do that.
You need to make them disappointed with Black Americans (team hopping to form superteams, fighting the fans, calling white MVP voters racist).
You also need foreign Black players to have success so white Americans will want to match their success with foreign white players.
So yes. The success of foreign Black players like Ewing, Hakeem, Duncan, Embiid, Giannis, and Wembenyama has an effect on success of foreign white players.
They especially feel like they have to match success of Giannnis and Wembenyama since they're from Europe which is home base of white people. To not do so would be racial treason and allow Blacks to conquer Europe without firing a shot.
