Iam guessing one of two scenarios:

1. More positively the judge was just being cute, give the kid a small penalty, ask him who his favorite player is and give him a little homework (if you want to feel old, consider that a 10 year-old is far too young to be a Kobe fan).

2: More negatively it may be one of those thoughtlessly racist things. Like, why is a10 year old that didn't hurt anyone or steal anything being arrested? If they put him in handcuffs that would definitely be traumatic for a child. But they are determined to scare kids straight.

Not saying either scenario is the real case, I don't know the details.
