You're stupid. Presidents don't make the budget, Congress does. Clinton in his first 2 years was such a disaster he created the "Republican Revolution" in the midterms. Republicans controlled Congress and the Senate after that. He was essentially a lame duck president in the latter 3/4 of his presidency. Read up on how he changed after first 2 years in office. He shelved his wife and the hardcore liberals on his side, and essentially led by what his pollsters told him was popular.

It was perfect for him. The Republicans worked hard to keep things running smoothly as they should be, the economy was humming, and Clinton got to take credit for all their hard work and blame them when it didn't, including the social issues the Family Matters Republicans were behind on.
