US will absolutely not allow any country to attack Mexico so they pretty much don't really need to join NATO.

Plus NATO is more Europe security focused so there's not much interest for Mexico there.

Besides the Japanese had control of Tawain. If it wasn't for us Taiwan, and all of China for that matter, would all be speaking Japanese by now and be second class citizens in Tokyo's control.
