Technically, both Volodymyr and Saddam are/were dictators, but Saddam, like Axe, would eat Zelenskyy for lunch.

Like Hillary.
He banned a Catholic Church.
Took control of Ukrainian companies.
Took all the TV channels and merged them into one state channel. They have to broadcast the same news propaganda feed. To counter "Russian misinformation."
Given Trump's honesty, personality, if he calls someone a dictator, it's likely based on specific reasons rather than something just said out of the blue.
That's all pretty bad, but it almost feels reasonable compared to Saddam.
