You know, since they'll probably be at the doctor's and local emergency rooms more often. This might encourage someone as obese as highweight to take better care of himself and lose weight so his fatness isn't such a burden on the medical system.

The problem is highweight is on Medi-cal so he doesnt have any incentives to lose weight
