Been scouring the Internet can't find anything, it's a pretty pervasive notion amongst MJ detractors, as far as I can tell the only source for it Isiah Thomas.

Is there ANY evidence to substantiate this claim?

The NBA first implemented flagrant fouls during the 1980-81 season. However, the initial implementation treated flagrant fouls much like common personal fouls, with the main difference being the offended team's coach could select the free-throw shooter. The league later enhanced the penalties in the 1990-91 season, awarding the fouled team both free throws and possession of the ball.
