He didn't gamble on basketball games or provide insider information that could sway betting odds on basketball (ie: leaking certain players wouldn't be able to play). That's why Billups and co. are in trouble.

I don't even think doing things like playing golf yourself as a non-pro and wagering money on golf or a poker game with friends is illegal to begin with. You can do that with your own money all you want. It's not illegal to go to Atlantic City either.

Private bets between individuals is not illegal, millions of Americans have poker nights or make bets with friends on the golf course. If was running like a little casino out of his home where he was effectively getting a "house cut" on a regular basis (Gilbert Arenas might be guilty of this), maybe, but that wasn't the case either.
