She was banging billy before Kurt, and the two never liked each other because of the love triangle.

Then a few months after Kurt dies, she gives Billy Kurt's iconic jacket when he was cold at the mtv music awards, I believe. billy didn't even know, and all these people came up to him tellin him it was cool that he was paying a tribute to Kurt that way.
