trump is good at saying things without actually saying it. He knows the phone call was being transcribed. Based on the complaint, he was more or less open in the conversation with ukraine president about committing acts of collusion in our political system. Why would he be openly doing this? is it because he feels bold after the "exonerated" Mueller report? or is this actually a setup up from trump to make democrats look stupid right before the 2020 elections? He does seem genuinely frustrated these past few days so the later may not be realistic.
In the case of this not being a setup, we can be sure their wont be clear and literal collusion in the transcript, but "word arounds" that convey what he wants done, which is collusion.

Well the abuse of power can be first found in pressuring a foreign state to start an investigation on a political rival for political gain. Even absent the quid pro quo, that's impeachable. Giuliani, in an unofficial role, held meetings with Ukrainian officials to pressure them to investigate the Bidens and did not go though proper state department channels. He was bold enough to say that he held those meetings to help his client.
The withholding of funds might be very problematic as well because the pressure from Trump and Giuliani was so intense that the Ukrainians have gone on record as saying that they were concerned that the money would be and was being withheld because their President demurred in seeking an investigation into the Bidens. There's also the fact that the money was held up all summer and released only two weeks ago... when this whistleblower complaint really started heating up. What a coincidence... because Ukraine didn't change anything in how they were conducting business to free up the money and there is no indication as to how the administration came to the conclusion that they were corruption free enough to get the funds.
Let's see how this goes.

And I don't think it's just Trump. There's Giuliani as well... and from what we have heard regarding the meetings he had, the pressure was pretty insistent from him as well. It will be interesting to hear what he said to the Ukrainians. He went as Trump's personal lawyer. This was political.

There would have to be indisputable evidence that Trump ordered Giuliani to do this.
This is gonna be tricky for the Democrats. If they open impeachment proceedings and the evidence isn't concrete it will blow up in their face just like the Mueller report. On the other hand if they are able to impeach and it dies in the Senate it will be fodder for Trump to energize his base in the swing states.

Giuliani said that he kept Trump informed of his progress. Trump then put the same pressure on the Ukrainian President that Giuliani was putting on his officials. It will be hard to convince people that the two did not decide to put pressure on the Ukrainians in concert... that it was just a coincidence that they both had the same idea, at the same time, around the same thing, with the same ask.

So either way, the Republicans should be overjoyed that this is going on. I can see why they're hoping to look past these new revelations. The great thing about impeachment proceedings is that it opens up access to all kinds of things, including his taxes.
