Those numbers signify there is a problem, they are outliers compared with the rest of society and it is totally logical that some bias is a result of them.

So unless you believe blacks are genetically predispositioned to deviant or delinquent behavior, it is only logical to assume there is an institutional bias against them in society.

This is strictly based on the numbers given by JPR.

Thank you! I've been waiting for someone to say this. Tools like ace23 that think the HUMAN race is subdivided into other races make half of the racist's arguments for them. There is as big a genetic difference between people from different parts of Africa as there are between some African 'black' people and European 'white' people. The need to identify them all under one homogenous blob of 'black' or 'Caucasian' like ace23 is trying to do (with Mexicans also being 'Caucasian') is incredibly reductionist, largely ignorant, and probably a bit racist.

'For years, I declined to fill in the form for my Senate press credential that asked me to state my 'race,' unless I was permitted to put 'human.' The form had to be completed under penalty of perjury, so I could not in conscience put 'white,' which is not even a color let alone a 'race,' and I sternly declined to put 'Caucasian,' which is an exploded term from a discredited ethnology. Surely the essential and unarguable core of King's campaign was the insistence that pigmentation was a false measure: a false measure of mankind (yes, mankind) and an inheritance from a time of great ignorance and stupidity and cruelty, when one drop of blood could make you 'black.'

It may be true actually - to a limited extent.

I am merely repeating the conclusions reached in a rather interesting documentary by Michael Johnson about why the sprint track is so dominated by African-Americans and Jamaicans. He went to speak to various geneticists who had examined the topic and they had come to the conclusion that it is largely the result of a type of unnatural selection created by the hideous trauma of slavery and the slave trade. However, the double edged sword to this is that the higher levels of testosterone increase the predisposition (on average) towards violence and also higher likelihood of some diseases (like diabetes). Also, the sheer genetic diversity of the African population that was shipped over and mixed together (being assumed all the same like ace 23 - so he has something in common with slave traders - ha!) helped to weed out genetic weaknesses.

Obviously the social conditions and the unpleasant history for African-Americans in this country plays a large role as well, and this slightly higher predisposition is no reason at all to discriminate in any way. But the science is there.
