There are levels to the process though. Like you could strive to build a mentally and physically healthy population which grows steadily because people feel like they have enough money and opportunity to be able to have a family, then top it off by attracting smart people from other countries for jobs where there's a need.

Right now it just feels like someone at the top of the DNC had a pling moment and went with the thought process that if they import a bunch of foreigners very fast and put them in the right areas, they can argue afterwards that it's heartless to send them back home and gain political power of the US. Just pay off the right stakeholders, doesn't matter if they pretend to be from corp party A or b. Like the Springfield comissioner who owns a lot of rental properties and gets govt money through vouchers far above regular rental rates as he houses multiple Haitians per property.
