The "Biden" he is referring to as bragging is Joe Biden. Joe Biden didn't go around bragging about stopping the prosecution of anything. Rather, Biden went about bragging that he got the prosecutor ousted and replaced because the old prosecutor was sitting on several corruption cases and was actually not prosecuting them. The whole Obama administration, other countries and even officials in Ukraine wanted him out because they believed he was part of the corruption.

Uhh, yes it is illegal to ask a foreign government to investigate your political opponent in return for military aid. He is indirectly saying "Do me this favor, get me this information on Biden family and I will get you your military aid."
